I have heard the same and I see it as their way of preventing damage to
their lucrative leased line business.

I also heard that it uses dynamic addresses which periodically change for
the same reason I cited above. What does worry me is that SurfTime may
also force you to have a dynamic address. I had not heard this before,
where did the info come from ? Imagine downloading an iso image and you
IP changes in the middle and the site can't resume the download, some
other twonk gets your IP and his (probably windows) machine can't cope
with the ftp packets its just been flung.
