I don't laugh, I cry.  It's policy at my University.  Worse yet, they
don't stop outgoing ICMP, so we can host a TFN or trin00.

Note that ping and traceroute use different protocols, ping is ICMP
and traceroute UDP (by default, there exist versions of both that make
this configurable).  They stop 'em both here, though, so it doesn't
much matter.  (I've never seen TCP version of ping ;-)
