I happen to know that the SuSE people working on I18N are rather
pleased with themselves.  They've done quite well at complying with
the Li18nux 2000 standard.  (I assume; I haven't used the product, let
alone done a serious evaluation, but I respect the developers
involved and trust them about it.)

Users who are mostly monolingual in English will not see the
difference, of course.

I would guess there are other behind the scenes differences that
probably matter more to Corporate Support than to Wanna B. Hacker.

I agree with this, though.  The multiple similar products scenario
really only works when the high end distribution is tightly
controlled.  This has gotten Turbolinux into lots of trouble (their
cluster and high availability products were hedged with proprietary
language, despite apparently being based on GNU GPL code).  I think
it's partly responsible for their long-term problems in the US market
and the recent bloodbath in the executive and US development ranks.
