Even if they are, they offloaded all the IT stuff onto ECS and so I'll bet
they wriggle out of any problems! With the total number of PCs on desks
throughout the council, I certainly wouldn't like the job of auditing all
the software on each machine - when I was there, there was no central record
even of what machines existed let alone software and, since then,
departments have been given a lot more autonomy in buying such equipment.
