I remembered the following after I sent then previous one this
morning.
A few years back I met one of the Managing Directors of a local
company who supplied pre-installed PCs to the council. He said to me
that as far as he could see the contractors he employed to build and
install PCs weren't even slightly bothered about not using licenced
software. He thought that council PCs were not licenced at all.
