Put some lines in ~/.xinitrc. The display manager (e.g. xdm, gdm,
kdm) basically does the equivalent of a startx and then runs an additional
script based on what desktop you select. ~/.xinitrc is run every time X is
started by that user.
Adding
panel &
Should give you basic gnome functionality.
Look in /etc/X11/gdm for the scripts gdm uses. Note, however, that
~/.xinitrc is executed *as* *well* as any script run by your display
manager.
(e.g. you'd get two panels if root logged into gdm)
