 You did what!!! Restarted the machine? This isn't Windows you know! :-)

 Edit /etc/inetd.conf and uncomment the line that relates to ftpd - not too 
far down the page.

 Then type (as root):

killall -HUP inetd

 to restart the inet 'superserver' - the program that controls a lot of the 
network services like telnet, ftp, finger etc.

 That should start your ftp server if it isn't already running.

 Also, have you checked /etc/hosts.allow to make sure that you are allowing 
connections from the machine you're trying to ftp in from?

 You should have line like

ftpd: 192.168.0.1 # or whatever IP your machine is
or
ALL: 192.168.0.1

 on the ftp server machine
