All the major modern Emacs-based mailers (VM, Gnus, Mew, Wanderlust)
do.  Stay away from RMail (rms's favorite ;) and mh-e for this purpose.

Sorry, I don't know about stand-alone ones.  Mutt is supposed to be
excellent, and some people recommend mush, but I don't know anything
about MIME support except that I've heard no complaints.  (In Japan,
where you need MIME to read most mail, I would expect to have---that's
not damning with faint praise.)
