Average, i.e. mean average.
The mean average of clock speed is nowhere near 700Mhz. There are slower
machines still for sale today, and the installed base is by far the most
significant factor. The average speed for a new PC may be 700MHz (probably
a bit more), but don't let that blind you to the fact that PC sales are
not increasing very fast ( low single digits in the US ) and with an
installed base of millions you need some sales to shift the average. I'm
sure if we took a straw poll of everyone's machines here the average would
be below 700MHz, and we're mainly "enthusiasts".
