First of all, it's nothing to do with those ipchains rules.

When tcpdumping, were you pinging from the *same* box? Run tcpdump on the
gateway, and ping the laptop from another virtual console. If you don't see
anything on the tcpdump output, something is seriously wrong. Post us the
output of tcpdump (having pinged from the same box), doing the same on the
laptop would also be helpful, as would a netstat -r from both machines.
