I have had similar problems with NTL with their cable modem service. I find
mail delivery is OK likewise I can FTP, but web performance is diabolical. I
have determined this to be NTL insistance on using transparent web caches to
boost apparent performance and reduce core bandwidth.
I have had limited sucess in using other ISP proxy servers to by-pass the
NTL caches try pointng you web browser at any of these proxies:

Proxy, URL, Port
BT Webcache,  webcache.bt.net,  80
BT Webcache 2, webcache.bt.net, 3128
Pipex Webcache,  webcache.pipex.net, 3128
Pipex Webcache 7, webcache7.pipex.net,  3128
FastNet cache,  icache.fastnet.co.uk, 3128
SnowBall webcache, snowball.mmedia.is, 80

Recently NTL seem to have got their act together so my tests have been very
subjective, I would be interrested in any feedback as to if this fixes the
problem. If it does then I think the web caches must be to blame.
