the fact that you are running a server service on your machine is not the 
point....attempting to give public or even private access via a fixed IP 
address (or using a dynamic dns service & reregistering new dhcp addresses) 
is what they want to prevent. This obviously ties up IP addresses which they 
can't reallocate plus lucrative business contracts become meaningless when 
anyone can plug in & start their own hosts. Of course a properly configured 
firewall will block off all external access to your server ports won't it? ;O)

BT stands to lose a lot of revenue from leased-lines which is why they force 
frequent address changes to prevent the establishment of DIY web servers. 
Presumably the 3rd-party telcos will at some point use some of BT's ADSL 
services even if just as resellers, so their restrictions will apply 
downstream.
