www.iw63.freeserve.co.uk doesn't use a dynamic IP - it uses a name-based 
server, which is completely different.

If you want people to be able to connect to your machine you need something 
like ADSL or a leased line. A 64k leased line will set you back something 
like £8000 a year, ADSL about £1000. So long as you don't get much traffic 
it'll be able to handle the laod fairly well.

A better idea would be to either make use of one of the ISPs who give you db 
access (UKLinux, although only MySQL?) or buy a web-hosting package from 
someone. These range from about £30 a month basic, and a pretty similar to 
what your ISP is giving you now, except you're likely to be on better servers 
and have better facilities available - i.e., writing your own CGI, accessing 
a DB. I have used (in the past) Pair Networks in the US, whose network is 
incredibly good. They also give you shell access to your area, and all that 
entails: crons, compilers, etc. A pretty free rein, so long as you don't make 
trouble ;)
