Yes and no. If you're going from one server to another, you need
either rsyncd installed, or rsync (i.e., rsync on both machines). 
You can then rsync -e ssh to tunnel over ssh. If you're just on the
one machine, you can just use rsync - no need for rsyncd in inetd.conf
or as a standalone server.
