I'll let other people answer this question.  My answer is that my own 
experience of this sort of discussion very quickly goes up the spout 
due to the complexity of the issues that are involved.

My own contribution was to explain that there are a lot of people in 
Universities who write software all the time.  They might do well to 
turn out free software which would be only for use in schools.  A 
good example of this are the educational winduhs programs turned out 
for use in Universities.  A homework program could be quickly adapted 
for use with OpenOffice - for example..  not an entirely practical 
solution but something that would work both on the home PC and at a 
GNU/Linux based school.

Obviously, for infant schools the requirements are completely 
different :)
