BSD is slightly different. In my .ssh directory, I have a file called authorized_keys which contains:

ssh-rsa AAAAB3N........................... rsa-key-20030706

The Linux boxes are down currently, so I can't check those out, but I think it was the same sort of setup.

I have ssh2 and compression set in putty. Make sure the auth types are compatible. And you can run sshd -d and see the debug messages, I believe.
