I have looked at www.postnuke.org and can find loads modules etc, but no a
lot in the way of docs.

I've checked mambo server and it allows you to disable/allow user
registration but doesn't seem to have a moderate user registration although
you could always allow it and then create your users and then disable it
again.

If you are looking for a host we use 34sp.com for about £15 pa.  They have
been really good over the past 4 years.
