Testing the mike: plug it into a cassette recorder and make noises.

Testing the sound card: May depend on your distribution, but you
should probably have 'aumix' which allows you to make sure that
the "MIC" input line is set to positive volume. The you can try
a program like 'record' to see if you can record microphone sounds
to disk, or get them output on the computer's speaker (just flicking
the microphone head with a fingernail is usually an adequate test).
The 'record' program has an "input" intensity meter, which will
show you whether 'record' is picking anything up.

Does your computer play sound files OK? Find a "*.wav" or "*.au"
file somewhere (there's usually quite a few of them on modern
distributions -- 

  locate .wav

will throw them up) and try e.g.

  play /usr/lib/xcdroast-0.98/sound/test.wav

(one of the many on my system).

And so on. You may need to check that your system is configured
to deal with sound.

Another question to consider: Does Skype (which I don't know)
link automatically to say /dev/sound? Check the setup requirements
for skype. It may have its own arrangements.
