Depends whether you're a heavy or peak-time user, but for most people
I'm really recommending PAYG ADSL right now. For example:

£20 per month for a 2Mb ADSL connection and 30Gb peak/300Gb offpeak
allowance. That's a pretty stunning deal IMO. It's a free software
friendly ISP, I've used the technical support in the past and it's good,
and you get the static IP ;)
