Well, cups admin had me foxed for a bit in SuSE 10.0 but lppasswd is the
key and 'man lppasswd' one's friend.  You can set up a cups/lp
administrator using 'lppasswd -a <username>' and you'll be prompted for
a password.

However, it may be that SuSE have managed to select users from
/etc/passwd in the 10.2 install because I didn't need to use lppasswd
when I had to access cups recently.
