This may be a firewall (iptables) or dhcp config problem. I have had
similar in the past but I can't remember what I did to fix it. I think
it was in the config and was between a router and a NiC so I had control
of both ends.
Check your dhcp config very carefully first.
man -k dhcp
will give you a list of what help you have on your system and have a
look at the config files.
If that produces no joy then it may be the firewall but do persist with
the config first.
