I don't think the aim is desensitization as such.  I think they just want us on our knees begging to be chipped, barcoded and ID'd just to avoid having to change our bank details for the umpteenth time.  

BTW: Royal Mail are getting pretty good at this too.  I applied for a Post Box recently.  They returned all my ID and the PO Box details to the wrong address - despite my correct address being on my ID.
