It could be down to a number of things: quality of the screen, gamma /
brightness / colour settings on the screen or on the graphics card,
"colour temperature" setting, etc. etc.
Basically, no, there is no easy or fool-proof method to reproducing
colour consistently. It's unlikely to be down to purely the colour depth
or something, because very very few machines are limited in that way any
more.
It comes down to the issue that very few monitors are calibrated for
colour properly, and most are indeed "way out".
