What does it say when you try to start it from the command line?

Find the executable file and do ls -l on it.

My guess is that it is installed with bad modes; either it is
installed with owner root and lacking execute permission for other
users, or it is installed to start via a script which is suid and that
fails because suid scripts are generally not permitted on Linux
systems these days.

The location probably has nothing to do with it (unless the
directories' modes are set so that non-root users can't even see the
files).
