Dropping most ICMP at the border is fairly standard and has some good
reasoning (even if it is a pain in the arse). Dropping all inbound ICMP is a
real pain in the arse though. It's good to be able to get a response of
"host unreachable" and the maximum fragment size that is associated with TCP
sessions. Otherwise you waste a lot of band width/ effort either continually
trying to conect to something that is dead, or sending and resending TCP
data that doesn't want to fragment.
