I've managed to build evolution on my SUSE 7.0 box. so I'm guessing
it'll be similar. 

I built the whole kit and kaboodle of GNOME 1.4 from source so there
may be some slight differences. All of your GNOME stuff will be in
/opt/gnome not /usr/local where I think it is for RH people. have a dig
in opt/gnome/bin see if gnomeconf.sh is there, or it's replacement
gnome-config. 

If they are try running configure like this 
./configure --prefix=/opt/gnome/bin 

It will also be useful probably necessary if the user your
build/install evo with has /opt/gnome/bin in their path
