I don't believe so. However, it is not as clear as it may seem. The OEM 
license costs significantly less than the retail license, and the extra 
condition related to that particular price drop is the tied license with the 
hardware. I am not 100% sure what happens if the equipment breaks outside of 
warranty, tho'. I suppose you are supposed to keep it in case the men in 
black come and investigate ;-)

I would think if it mentioned at all, it will be in amongst the various 
complaints about the unreadability of the MS license, to the extent that you 
cannot be entirely sure what you are agreeing to. This has been investigated, 
AFAIK, and has not resulted in MS' favour.
