This is correct, but it means you have to do work with the package
before you can redistribute it, which isn't really in keeping with the
letter or spirit of the licences involved.

Well, they say they don't prevent modification, which is true, but they
do (to an extent) enforce it, which is just as bad.

That's correct, but SuSE has had licencing issues for a long time now.
YaST itself is not Free Software, for example, which means you have to
be very careful about how and when you redistribute SuSE - this is why
you don't see it available in a 'cheap' edition, unlike RedHat.
