I had just this same problem with a Debian box about two years ago.  
Even after Matt Palmer rebuilt it for me - an experienced Debian man 
- it still did what yours did.  So, I forgot Debian as an ISDN box 
and went to SuSE which at that time had YaST for easy config.  

I could probably do this with Debian now but it's the kernel compile 
that I don't like.  I find the BSDs to be a lot easier :)
