Starting with the hardware side. Does your tape player have dolby. If not can 
you get hold of a grahic equaliser and play through that to your computer. On 
the software side, I remember a program called gramophone, this could record 
tracks off an record ( I would think it would do the same from a tape 
machine) and I'm not sure but I think it had a filtering provision for 
surface noises. A very basic way could be to use a graphic equaliser such as 
comes with xmms and filter out some frequences which have the hiss. Not a 
100% professinal way of doing it but depending on how good your 
mother-in-laws hearing is, it may just do the trick.
