I actually agree with you, although it's often more important for
companies that don't already have a corporate image (i.e., if the
designer is having to start quite greenfield).

However, that is definitely the kind of thing that will impact price.
Most web firms will do cut-throat prices because they can a) whip the
content onto pages quickly, b) work with templates they already have,
and generally have ways of milling these things out in double-speed. If
you're asking for site visits, etc., then a lot of the cost savings go
out of the window. I won't name my own local (Chesterfield ;) firm, but
if you wanted one of us out we would charge you a half-day minimum which
would be ~£250 plus travel. 

But, if they're taking it seriously, and want a *really good* design,
then that is definitely the way to do it. It's a strange project you're
trying to pitch though: often, companies will marry a lot of design work
with some programming do-wocks (like, an e-commerce shop, or similar
stuff) - to demand a simple static site with strong design isn't very
common at all. So, I strongly suspect most people you approach won't
understand totally: 10 page sites tend to be quick jobs, the quality
aspect only tends to come in on bigger stuff. Interesting ;)
