I agree that they should be teaching the principle of how to use
computers as much as the specific keystrokes.  In an organization like
the NHS I would imagine that they would have user interface guidelines
which the software suppliers must follow, so that no matter what
system was supplied the style of use would be familiar and require
less retraining.

It ought to be regarded as a national scandal that in a time of
recession when education budgets will be under severe pressure that
coincils feel that they are able to squander money buying Microsoft
licenses, for software for which gratis alternatives exist.
