Think I've cracked the CD playing side of this one.  I looked at the
OSS directory and found a utility called savemixer. Ran that and when
I boot the OSS drivers at boot time everything is ok.  No screeching
noises.

Listening to a digitally remastered CD of Stan Getz playing Autumn
Leaves.  Sounds very good on a Compaq notebook :)
