[Sheflug] BT second line

Hi all,

after getting a second line for internet use at my parents house, they
find that the connection is never higher than 28.8Kb/s

I vaguely remember way back in the mists a discussion on this very problem
with BT second lines, and a simple way to fix it.

However, I can't remember what to do about it. I called BT support who
said they'd never heard of the problem (probably passing the buck. Like
'surftime doesn't work because of the ISPs')

If anyone can shed some light, I'd be much obliged,
