AFAICR it's to do with BT sharing the physical copper between two lines
(why they can offer such great deals on second lines...) so the second
line is basically an inferior piece of junk. And as BT make no warranty
about it's suitability for data use (and little enough for voice
use) there really is nothing you can do.
Apart from getting ISDN or DSL.
