Not necessarily true.
A lot of the problems people mentioned when they first brought testing
in, was with packages that were stable enough to go from unstable,
into testing, but where dependancies weren't.
But I think most were just teething problems.
The main problem people had with testing when it was first introduced
were the people who had lines in their sources.list saying 'woody'
instead of 'unstable' and suddenly found apt trying to downgrade most of
their system :)
