I'm a little rusty on this but I recall there being an icon on the desktop 
called "start here", or something similar. I'm sure there were facilties from 
there to change things to your liking. I also vaguely remember that certain 
features came up with "you have to be root to do that". 
/etc/menus/xdg/settings ?  Sorry it's not a positive answer.

ps If you right click on a icon to bring properties up and then click the icon 
in the properties box,there's a selection of icon sizes (16x16, 32x32 etc) 
you can use under /usr somewhere for each application.
