There's a steep learning curve with LaTeX tbh but a brief read of the 
LyX tutorials tell you that it's based on TeX so I see it as something 
similar to LaTeX in that LaTeX is also based on TeX.  LaTeX styles seem 
to work with LyX

All you do by shifting from LyX to LaTeX is shift what you are creating 
the template in; both use the TeX formatting system.

And it can depend on what you mean by a template.  I imagine you have 
some information that you want to have presented in a regular format. 
Decide what that format is and then look at the packages and styles you 
have available under LaTeX or LyX.

Without further knowledge of the template or your skill base I couldn't 
advise how hard or easy it will be for you to make a template up, but 
from your skill base it doesn't look like a five minute job for you.
