Well, from what I understand it works like this:

      * LaTeX classes are used to drive the output through TeX,
      * LyX layouts are used to present the LaTeX styles in LyX and make
        them available.

So really, it seems like the LaTeX class is the most important bit in
terms of governing the output: in fact, you can use LyX to edit a
document without the LaTex class even being available, so long as you
don't try to export it ;)

I get the impression writing LaTeX classes is pretty tough though, to
the extend I'd have to read a book or something. The documentation
online seems pretty woeful, tbh.
