True, but I still submit that this doesn't have any bearing on the
actual implementation of the languages: I would say there is as much in
common between ASP and PHP as there is between either of those languages
and mod_perl. All three are about as different as can be (especially
since ASP can host a number of languages).

No, indeed. And I think it's sad, in fact, that there isn't a lot more
mod_perl support around: mod_perl is great technology, and most of what
lets it down is the fact that it's a pain to install and an even greater
pain to support in an ISP environment. I think that's one of the reasons
PHP got so popular so quickly - it really is pretty effortless to
install and maintain.
