Not compared to PHP, it's not.

Yes, it is. I don't know why you're bothering with this argument; it's
acknowledged by the mod_perl developers to be a pain. From
http://perl.apache.org/docs/general/multiuser/multiuser.html, they
outline three choices: the first is unworkable due to security, the
second due to RAM requirement, the third due to cost.

I don't think it's sheer ignorance. I think people know the reputation
of mod_perl for complexity, memory usage and general maintenance and
just plain avoid it.
