Agreed. That doesn't change my point that mod_perl is easy to set up.

I've also dealt with it in both of those situations.

The reason I am bothering with this argument is because you are giving
the impression that it is a pain to support, but it doesn't have to be.
I wouldn't stick a commercial site on the same server as other
commercial sites anyway and most of the problems above just disappear
when it's your own private server.

I disagree. I think it is sheer ignorance.
Complexity: It is more complex to admin than php, but not very complex
at all.
Memory usage: Only a problem when you write bad code.
Maintenance: What? It is no more difficult to maintain than an Apache
server without mod_perl.
